">As the first home owners grant (FHOG) deadline approaches, the government is caught up in an ethical debate whether to continue first homebuyer stimulus or focus on other market segments.<br /><br />Since the inception of the FHOG, the number of first homebuyers entering the market has reached a national height of 26.5% according to the latest ABS figures.<br /><br />However, with unemployment also on the rise, there is growing concern that new borrowers are potentially being encouraged into a compromising situation.<br /><br />In discussions concerning its May budget, the Rudd government expressed concern over the potential "moral hazard" of stimulating the first homebuyer market at a time when unemployment was rising.<br /><br />The government is considering whether it would be better to re-focus housing stimulus to further investments in public housing, and away from the first homebuyers sector.<br /><br />Adding to the debate is market research group, Residex, which found that the government grant is being absorbed into increasing prices, as first homebuyers continue to drive the bottom half of the housing market.<br /><br />In its latest market report, Residex warned that if new borrowers became unemployed, there would be "an increasing level of negative equity and defaults in this group."<br /><br />"Government needs to consider now, rather than in the May budget, what it will do at the end of the grant period," the report stated.<br /><br />"Termination may result in the very thing they have been trying to avoid: further reductions in demand, which will increase the rate at which these properties could fall in value in a situation where unemployment increases."</span>]]></content:encoded></item><item><title>First home buyers in rush to buy </title><dc:creator>oasismortgagegroup@gmail.com</dc:creator><category>None</category><dc:date>2009-03-09T16:45:43+11:00</dc:date><link>http://www.myhomeloanapproval.com.au/australian_mortgage_news_blog/files/6562b2861cd49e6d0dfac13b14732323-44.html#unique-entry-id-44</link><guid isPermaLink="true">http://www.myhomeloanapproval.com.au/australian_mortgage_news_blog/files/6562b2861cd49e6d0dfac13b14732323-44.html#unique-entry-id-44</guid><content:encoded><![CDATA[<span style="font:13px HelveticaNeue; ">Low rates and low property prices are spurring three out of four prospective first homebuyers to enter the property market before 2010, according to the latest Mortgage Choice First Homebuyers Survey<br /><br />Of the 1,012 respondents who took part in the survey, 76% said they planned to enter the property market, compared to 40% when the same survey was conducted six months ago (July 2008).<br /><br />The nationwide survey also found that the number of first homebuyers planning to make financial sacrifices in order to purchase their first home has fallen by over 22% to 71%, which suggest they are in a better position to buy.<br /><br /></span><span style="font:13px HelveticaNeue; But the extraordinary collapse in the global economy makes this appearance unlike any before it.<br /><br />Committee chairman Craig Thompson told The Australian on Tuesday that a key topic would be what the Reserve Bank would do to support economic activity as interest rates got closer to zero. "We want to know what happens after that (zero), if there is a further need for monetary policy loosening," he said.<br /><br />This threatens to take today's discussion into potentially quite dangerous territory, even if Thompson is unaware of it.<br /><br />The Government and the Reserve Bank have been at pains to point out that Australia has a much healthier banking system than much of the rest of the world. Still, the outlook is not bright.<br /><br />The budget deficit is now estimated to be $22.5 billion for the current financial year, a black hole that represents 1.9 per cent of GDP. Always take time to read the contract, and seek out third-party advice if you do not understand it. An unscrupulous lender, broker, real estate agent or seller may attempt to pressure you into signing an agreement without reading it, or worse, yet, signing a blank form for them to fill in later. Avoid succumbing to this pressure, and always understand what you are signing before you have signed it. If you are being pressured to sign a contract immediately without a thorough reading, then the best thing to do is walk away. <br /><br />

Once you&rsquo;ve found a house and arranged for the mortgage, the legal process of transferring ownership between parties, known as conveyance, is very specific and complicated. Your mortgage broker, lender, or real estate agent may be familiar with the process, and may be able to give you advice on the matter. However, the process itself must be done by a solicitor or registered conveyancer. Alternately, a homeowner can choose to do the process individually using a do-it-yourself kit. Conveyance naturally comes with a conveyance duty which must be paid to the state, although in some states, you may be able to qualify for an exemption if you are a first-time home buyer. <br /><br />

The property title itself, which in most cases is called a Torrens title, establishes proof of ownership. Old System titles are more complicated, and require the buyer to show clear title for every previous owner.

The issue of survivorship must also be addressed. Typically in the case of a husband and wife, the home is held in joint tenancy, so that if one spouse passes on, the other will retain the right to the property. If a home is held in tenants-in-common, however, each tenant&rsquo;s share of the home is separate, and in the case of death would become part of the deceased&rsquo;s estate. Under common law, if no other arrangement is specified, joint tenancy is assumed. <br /><br />

Before buying a home, legal hassles can be avoided by executing a thorough inspection. You can choose to inspect the home yourself, or hire a licensed inspector. Either way, you will be able to gain knowledge about any existing conditions of the home that you can use in your negotiations. Fortunately, many lenders have special programs that offer a simpler option for self-employed individuals. Low documentation loans are specifically designed for those borrowers who find it difficult, because of reasons of self-employment, to comply with the usual requirements for income verification. A low documentation loan requires a borrower to complete a declaration of their financial situation. The declaration is a simple form which allows the borrower to make a statement regarding their income, without having to provide evidence. Good credit and a high down payment is usually required to obtain a low documentation loan.
